Dragon Ball Super 2 confirms Black Frieza as the strongest form in the multiverse
Frieza's new transformation one-shots both Ultra Instinct Goku and Ultra Ego Vegeta at the end of the Granolah Saga.

Dragon Ball Super 2's manga is bringing back Frieza with a brand new form called Black Frieza, and according to GameRant, it's on a completely different level from anything the Z-Fighters have seen. Frieza barely shows up through most of the arc — he's got a quick cameo during The Galactic Patrol to explain why he's staying out of Goku's fight with Moro — before dropping in at the end of the Granolah Saga, killing Gas, and taking out both Goku and Vegeta while they're in their strongest forms.
Frieza reveals he spent ten years training in a Hyperbolic Time Chamber he found while exploring the multiverse, meaning he was outside Universe 7 the whole time Granolah and Gas were wishing to become the strongest in the universe. That leaves him totally unaccounted for in the power balance everyone else was fighting over, and puts him in range of the Gods and Angels themselves.
